So who's actually responsible for putting things right?

 

The answer depends on what's causing the delays.

 

If the congestion is on the public road outside the retail park, the highways authority may be responsible for looking at junction layouts, traffic signals or road improvements.

 

If the problems are inside the retail park, responsibility could sit with the landowner or the company that manages the site.
